A puddle with a pesky explanation.
For a neighbor in Pablo Bay, off San Pablo Road, the trouble showed up as a puddle in the yard during all the rain we’ve had this week.
We pulled up, took a look and found the culprit: a pesky root had damaged the home’s water supply line. Underground plumbing had met an uninvited guest.
The puddle was the clue. A root-damaged pipe was the problem. First priority: stop the water from running—and stop the bill from climbing.


Daylight clocked out. We didn’t.
The after-dark photos show the scene: a canopy over the work area and a light on the yard. We stopped the water that night to prevent more waste and help limit the customer’s water bill.
Stopping the water limited waste. Repairing the damaged line addressed the problem at its source.

A leak can leave a surprise on the bill, too.
Once the leak is repaired, keep your plumber’s receipt and ask your water utility about a leak adjustment. JEA considers adjustments for qualifying residential leaks; approval is not automatic.
JEA’s residential request must be submitted within 90 days of the affected billing period. The limit is two adjustments per residence in 36 months, with up to two consecutive billing periods considered. Water relief generally lowers the rate charged for excess usage rather than erasing the gallons. A documented underground leak that did not enter the sewer may also qualify for wastewater relief.
Keep proof of the completed repair and send it with your account number as JEA directs. Review JEA’s current requirements and request an adjustment → If another utility serves your home, ask about its own policy.
